Will Governments use Web 2.0 to spread propoganda or to communicate with citizens?

Governments are more and more embracing Web 2.0. From international governments using virtual worlds like Second Life, to social networking and video distribution. It seems like governments are poised to benefit from the increasing ease of information communication. But will some Governments use these networks to spread propoganda or to communicate with citizens?
