Facebook Social Ads Poor CTR

Facebook Social Ads have a very bad performance. The Click Through Rate is among the lowest I have ever seen anywhere. We are talking almost 0% click through rate on tens of thousands of impressions across multiple topics and ad language. People this is bad. At this poor quality of CTR I can not understand the minimum prices. Minimum prices should be set to $0.001.
